
1- Characterization of the Sekkouma-Irzaine community
A community map presenting the toponymic districts was elaborated in addition to the following thematic maps. The transect showed the dispersion of the dwellings and ecological agro diversity in the community. Thus three systems of production are dominant ( Cereals system in dryness; agro pastoral system and irrigated system using pumps).
On the demographic and socio-economic level, the population of the community is approximately 1253 people distributed on 176 households and 9 douars (villages). That means a size of 7 persons for each household. The average age of the heads of household is 54 years. The majority of the households is managed by old person from 30 to 60 years and is as a majority of the illiterate ones...
2- The participatory diagnosis was preceded in several workshops and working sessions for the analysis of the problems and the proposal of the solutions. This work was made by target groups (heads of households, young people and women).
Many problems and constraints were identified. They refer in particular to the basic infrastructures and equipment, agriculture, socio economy (unemployment and standard of living), framing and education.
3 - Planning and participative programming
The recourse to the matters specialists exerting in the various sectors in regional development permitted to make improvements, to check technical feasibility and to estimate the costs of the selected operations. The outputs of this work are:
- The multi-annual plan development: relate to the technical options and the future research program.
- The long-term development map: This map concretizes the medium-term vision of the development program of the community.
- The annual budget program: In relation to multi-annual development plan, the annual budget program indicates the implementation (calendar of implementation and the level of the population participation ).
4- Local institution
Several professional organizations exist in the area. Much work remains to be made in order to develop initiative spirit and population autonomy. Campaigns of qualification, framing, and sensitizing are programmed in the future.
